PROBLEM TO BE SOLVED: To provide a manufacturing method of a toner, capable of efficiently and easily manufacturing the toner of a uniform composition having a stable volume average grain size and a sharp grain size distribution, a toner which is produced by the manufacturing method of the toner, is improved in electrostatic charging properties, and can eventually prevent the occurrence of scumming, is improved in fine-line reproducibility, and can form a full-color image of high image quality, and to provide an image forming method that uses the toner. SOLUTION: There is provided the manufacturing method of the toner which includes at least an emulsification step of emulsifying and dispersing a dissolved and dispersed material, formed by dissolving and dispersing a toner material, at least containing at least two kinds of resins, a colorant, and a release agent in an organic solvent into an aqueous medium containing resin particles, and in which the viscosity characteristic tanθat 25°C of the dissolved and dispersed material is 0.70 to 0.95, and the apparent viscosity by a high shear viscometer of the dissolved and dispersed material is in the range of 100 to 400 mPa s.
