PROBLEM TO BE SOLVED: To avoid a paper processing device from being fallen into a locked state by stopping a binding process of a binding part when a binding failure has occurred, and making a means for binding the binding part shifted to a process where the means is made to stand by at at home position. SOLUTION: The binding part 43 is inserted into a hole formed at a prescribed position at each of a plurality of sheets of paper to form a booklet. The device is provided with a control means to control a binding mechanism 41 based on comparison between a processing time to process the binding part 43 and set a target time. The control means stops the binding process by setting a stroke from a binding start position P to a binding finishing position Q at almost zero to the binding mechanism 41 when the processing time has exceeded the target time.
