PROBLEM TO BE SOLVED: To provide a cutting insert capable of carrying out cutting work by optionally arranging a wiper blade and a cutting tool constituted by installing this cutting insert by using one tool body and one kind of the cutting insert. SOLUTION: A cutting blade is provided on a side crest part of a polygonal surface 11 by making a polygonal flat plate shape, a part of the cutting blade is made into a wiper blade 12 projected toward the outer peripheral side of the polygonal surface 11, a remaining part of the cutting blade is made into an ordinary cutting blade 13, a part of a corner part of the polygonal surface 11 is made into a wiper corner part 14 with which the wiper blade 12 crosses, a part of the remaining corner part is made into a normal corner part 15 on which the normal cutting blades 13 orthogonally cross with each other, an insert supporting part 20 a cross-section orthogonal in the thickness direction of which makes a polygonal cross-section all sides of which make contact with a circle with a cross-section center as its center and become rotation symmetry against the cross-section center on the inside in the thickness direction of the polygonal surface 11 and a peripheral surface of the insert supporting part 20 is characteristically a constraining surface 22.
