An inspection matrix generation method includes: a pseudo-cyclic matrix generation step for generating a regular pseudo-cyclic matrix as a cyclic permutation matrix arranged in the row direction and the column direction and having a particular regularity in the cyclic permutation matrix; a mask matrix generation step for generating a mask matrix capable of coping with a plurality of encoding ratios for making the regular pseudo-cyclic matrix into an irregular matrix; a masking step for converting a particular cyclic permutation matrix in the regular pseudo-cyclic matrix into a 0 matrix by using the mask matrix corresponding to a particular encoding ratio so as to generate an irregular masked pseudo-cyclic matrix; and an inspection matrix generation step for generating an irregular parity inspection matrix of LDGM structure obtained by arranging the masking pseudo-cyclic matrix and a matrix formed by the cyclic permutation matrixes arranged stepwise into a predetermined position.
