PROBLEM TO BE SOLVED: To improve the efficiency of a steam turbine from a comprehensive point of view with taking a series of a flow from a start to a stop into account. SOLUTION: The steam turbine is provided with a rotor 1 having buckets 10 attached thereto, a diaphragm 2 surrounding the rotor from an outer circumference, a casing 3 enclosing the diaphragm 2 and the rotor 1 and integrating an upper half part 18 and a lower half part 19 by fastening them at a flange 5, a displacement detector 4 measuring an expansion and contraction difference d caused by heat in the axial direction of the rotor 1 between the casing 3 and the rotor 1, a heating and cooling device 6 mounted to the flange 5 and heating and cooling the flange 5, and a control part 7 heating and cooling the flange 5 by the heating and cooling device 6 until a measurement value of the displacement detector 4 reaches a set value M or S during non-stationary operation.
