<P>PROBLEM TO BE SOLVED: To provide a toner for electrostatic charge image development, which reduces a fixing energy even for heavy paper while achieving high image quality and reliability, and also to provide a manufacturing method therefor, an electrostatic charge image developer using the toner for electrostatic charge image development, and an image forming device. <P>SOLUTION: The present invention includes the toner for electrostatic charge image development obtained by aggregating resin particles having a core-shell structure. The resin constituting the core and the shell contains polycondensation resin, and the difference in the glass transition point between the resin constituting the core and the resin constituting the shell is 20°C or more.
