PROBLEM TO BE SOLVED: To realize decrease of a manufacturing cost and simplification of maintenance for a manufacturing apparatus by eliminating a wax coating process in manufacture of a scratch off document. SOLUTION: A first toner layer 30 is fixed onto a substrate 20, and a second toner layer 60 is arranged above that. A secret subject information is indicated by a first toner layer 30 and the second toner layer 60 is formed so that its secret subject information is concealed and can be scraped off by a hard body. In order to prevent fusion of the first toner layer 30 and the second toner layer 60, a barrier layer 50 may be provided between the first toner layer 30 and the second toner layer 60.
