PROBLEM TO BE SOLVED: To improve the fluidity of a developer in a developing unit and to provide an electrophotographic two-component developer capable of stably giving high-quality images and an image forming apparatus. SOLUTION: The electrophotographic two-component developer includes at least a toner and carrier. The toner includes a binder resin, a colorant and external additives, and when the toner is allowed to stand in an environment at 30°C/80% RH for 24 h, the toner has a moisture content of≤0.4%. In the case where a core of the carrier is a magnetic material particle, a total energy amount of the carrier measured with a powder rheometer under the conditions of a ventilation volume of 5 ml/min, a tip speed of a rotary vane of 50 mm/s and an approach angle of the rotary vane of -10°is 1,420-2,920 mJ, and in the case where the core is a magnetic powder dispersed particle, a total energy amount of the carrier measured under the same conditions is 890-1,390 mJ.
