According to an embodiment, the present invention provides a method for providing wireless network access to at least a plurality of mobile stations. The method includes a step for providing an access network that is configured to provide network access to at least a plurality of mobile stations. The method additionally includes a step for providing a plurality of priority levels, which are associated with the plurality of mobile stations. For example, the plurality of priority levels includes a first priority level and a second priority level. The first priority level is lower than the second priority level. The method additionally includes a step for assigning a predetermined priority level for each of the plurality of mobile stations. The method further includes a step for determining a plurality of values based on the plurality of priority levels.</p>
