PROBLEM TO BE SOLVED: To effectively utilize combustible powder hard to be burnt such as toner and powdered paint waste material as slurry fuel. SOLUTION: A prescribed amount of liquid fuel is supplied to a solid-liquid mixing tank 4, and the liquid fuel and the combustible powder in the solid-liquid mixing tank 4 are stirred and mixed by operating a low-speed stirring machine 21, an intermediate-speed stirring machine 22 and a high-speed stirring machine 23 while scattering and supplying the combustible powder to a liquid level of the liquid fuel. The operation of the high-speed stirring machine 23 is terminated after the lapse of a prescribed time from a time of the termination of the quantitative supply of the combustible powder into the solid-liquid mixing tank 4, then the operation of the intermediate-speed stirring machine 22 is terminated, and only the operation of the low-speed stirring machine 21 is continued thereafter. The obtained slurry fuel is transferred to a slurry storage tank 32 comprising a stirring machine 33, to be stirred, and supplied from the slurry storage tank 32 to a combustion device 35 to be burnt.
