PROBLEM TO BE SOLVED: To quickly transmit an emergency message to all receivers, and to confirm whether or not the emergency message has been actually browsed by the receiver. SOLUTION: A message relay server 30 is provided with a mail generation part 34 for generating an electronic mail in which a message transmitted from a transmission terminal 10 is described, and to which a link section where a prescribed link destination is set is attached; a mail transmission part 35 for simultaneously transmitting the electronic mail to a reception terminal 20; a browsing decision part 36 for deciding that the message has been browsed when the reception terminal 20 has performed access to the link designation set in the link section of the electronic mail; a call control part 37 for calling the reception terminal 20 which has browsed the message, and for calling the transmission terminal 10 when the reception terminal 20 has received an incoming call, and for performing the call connection of the reception terminal 20 which has previously received an incoming call and the transmission terminal 10 when the transmission terminal 10 has received the incoming call; and a management part 38 for managing the reception terminal 20 which has browsed the message and the reception terminal 20 whose call connection to the transmission terminal 10 has been performed.
