PROBLEM TO BE SOLVED: To improve the convenience of game players exchanging game media for cigarettes and contribute to the service improvement of a game parlor. SOLUTION: A member's card reception part 202 outputs a member ID of a member's card inserted by a game player to an adult information transmitting/receiving part 207. A counting part 203 counts game media inserted by the game player. A determination part 205, when the player exchanges them for cigarettes for the first time, determines whether or not the game player is authenticated as the adult by a cigarette exchanger 30. Further, when the player exchanges them for cigarettes for the second time or later, the determination part 205 determines whether or not the adult information corresponding to the member ID is received in the adult information transmitting/receiving part 207. A permission signal generation part 206, when the game player is authenticated as the adult and the number of game media is not insufficient, generates the permission signal of cigarette exchange. The adult information transmitting/receiving part 207 inquires the presence/absence of an adult flag of the member ID to the exterior and, when the adult flag is on, receives the adult information that the game player is an adult.
