PROBLEM TO BE SOLVED: To provide a toilet seat device which permits a toilet lid and a toilet seat to be securely and easily dismounted and remounted, and a toilet apparatus with the same. SOLUTION: The toilet seat device includes a body portion provided on a toilet bowl, a toilet seat turnably pivoted at the body portion, a toilet lid turnably pivoted at the body portion, an electric opening and closing mechanism to open and close at least either the toilet seat or the toilet lid by the driving force of a motor, a resilient member which urges at least either of the toilet seat or the toilet lid to the opening side, and a control section which controls the electric opening and closing mechanism. At least either the toilet seat or the toilet lid is made detachable from the body portion in an angular range not including the closing end and the opening end. The control section permits a remounting mode to reciprocatingly turn the driving shaft at least in a part of the angular range in the opening direction by urging the resilient means by stopping the motor after the driving shaft of the electric opening and closing mechanism is turned in the closing direction.
