PROBLEM TO BE SOLVED: To provide a plated steel plate for a battery can capable of imparting a stable and excellent electric contact property to the outside surface of a battery can, and of suppressing gas generation in a battery by reducing damage occurring on a plated surface in manufacturing the battery can by drawing press work; and a battery and an alkaline dry battery using the plated steel plate, capable of forming a stable electric contact state between an apparatus and themselves, and small in gas generation. SOLUTION: In this plated steel plate 110 for a battery can composed by applying plating mainly using nickel to both its surfaces, one-side surface of a steel plate 111 used as a plating base is formed into a dull finish surface 111a, and the other-side surface thereof is formed into a bright finish surface 111b.
