PROBLEM TO BE SOLVED: To perform charging so that a secondary battery progressed in deterioration is not overcharged. SOLUTION: In an overcharging state and an over-temperature state, a charge control determination part 21 requests a charger 2 to generate a charging voltage so as to lower an ending voltage at charging at a constant current and a constant voltage according to the number of the overcharging states detected by a voltage detection circuit 20 and the number of the over-temperature states detected by a temperature sensor 17. By this, the secondary battery can be charged while being avoided to be overcharged, safety can be improved, and a battery life can be extended by suppressing the deterioration of characteristics. Furthermore, the overcharging can be prevented even if there occurs a failure that an output voltage at the charter 2 side becomes high. COPYRIGHT: (C)2008,JPO&INPIT
