PROBLEM TO BE SOLVED: To provide an information display panel having a structure that can be easily and inexpensively produced by forming a structure requiring no flattening process upon forming a color filter on an electrode on a substrate. SOLUTION: The information display panel displays information such as an image by forming a plurality of cells partitioned by barrier walls between two substrates at least one of which is transparent, sealing a display medium comprising display particles having an optical reflectance and charging property in the cells, and imparting an electric field to the display medium according to a voltage applied between electrodes provided on the substrates to move the display medium; wherein the two substrates comprise a transparent substrate 11 (display screen side transparent substrate 2) having a transparent electrode 13 pattern formed on the substrate surface and patterns of color filters 14R, 14B, 14G of the primary three colors formed on the transparent electrode 13, and a substrate that is not required to be transparent.
