Disclosed is an organic electroluminescent device having high emission luminance, high external quantum efficiency and long life. Also disclosed are a display and an illuminating device. The organic electroluminescent device is characterized in that it comprises a constituent layer including at least a phosphorescent light-emitting sub-layer between a pair of electrodes, and at least one sub-layer in the constituent layer contains a compound represented by the following general formula (1).
