A front face distance (L2) is obtained by measuring the position of a front face (12a) of an instrument panel (12) held by an end effecter (16a) of a robot (16). An error ( e ) on an optical axis (C), at the position of the front face (12a), is obtained based on the front face distance (L2). Based on the error ( e ), the position of the instrument panel (12) is adjusted so that a focal point (f) of a laser meets the position at a predetermined depth (t1) defined with the front face (12a) as the standard. A back face (12b) of the instrument panel (12) is irradiated with a laser to form a fine hole (202) of a fragile section (200).
