An adaptive target signal discrimination apparatus of a surveillance radar is provided to prevent the increase of false targets in using a fixed threshold according to the increase of received noise intensity and the decrease of a target detection rate in using a CFAR(Constant False Alarm Rate) algorithm using an adaptive threshold. A training set matrix part(100) outputs a training pattern and an output of each training set. A reverse propagation algorithm calculation part(200) propagates an error reversely to adjust a weighted value. A weighted matrix part(300) generates a weighted matrix to apply an input layer-hidden layer weighted value and a hidden layer-output layer weighted value to the output of a radar signal processing part(400). The radar signal processing part removes a reflected signal from a fixed object and processes a received signal by forming an adjacent narrow band filter through frequency transform. A target detection part(500) detects a target through the output of the radar signal processing part.
