PROBLEM TO BE SOLVED: To enable even a substitute other than the owner of a cash card to use the cash card, to secure the confirmation by the user, and to limit the range wherein the substitute handles. SOLUTION: On an IC card that a financial institution issues as a cash card, fingerprint information on the owner and information on substitutes are registered and transaction contents that the substitutes can or can not handle is registered by the substitutes. An ATM(automatic teller machine) equipped with a bill opening 14 and a card insertion slot 12 is equipped with a fingerprint scanner 15. Under a guidance on a guidance screen 11, fingerprint information read in from the scanner 15 is collated against the fingerprint information on the IC card to authenticate the person himself. When a substitute uses the IC card through an ATM, etc., the ATM authenticates the substitute through fingerprint collation, reads in the possible transaction information registered on the IC card and checks transaction contents that the substitute tries to handle, and displays only possible transaction on the screen, but rejects transaction which can not be handled. |
