<p><P>PROBLEM TO BE SOLVED: To provide a call control system capable of preventing communication of other terminals from being inhibited, as a specific terminal issues a large amount of communication request massages, in a congestion control which prevents a process load on a call control server from exceeding a process capacity. <P>SOLUTION: A call control server (7) monitors the number of communication request massages issued from, for example, a terminal (1), among all terminals (1, 2, and 3) which the call control server (7) stores. If the terminal transmits the number of communication request massages exceeding a threshold value within a specified period, the call control server (7) searches a stored terminal data to identify a gateway device (5) in which the terminal is housed. It then transmits a rule instruction information for discarding the packets which the terminal (1) issues as well as those addressed to it, to the gateway device (5).
