PROBLEM TO BE SOLVED: To provide a paper feeding device and packing paper capable of storing a bundle of paper in a paper storage part without scattering it and being simply and inexpensively constituted. SOLUTION: The paper feeding device for the image forming device has the paper storage part 21 covered with the packing paper 90 having an opening port 91 and capable of storing the bundle 80 of paper having one side end exposed from the opening port 91; a paper feeding mechanism part 22 made to contact with the upper surface of the bundle of paper and taking out the paper one by one; and a retaining part 70 provided on at least a part of the paper storage part 21 and retaining a part 100 to be retained formed on the packing paper 90.
