PROBLEM TO BE SOLVED: To prevent impacting interferences of dots which mutually overlap in a sub scanning direction and adjacent to each other, and also to form images at a high speed. SOLUTION: The image forming apparatus is equipped with a liquid droplet ejection head 50 with a plurality of nozzles, a relative moving means 33 which relatively moves a recording medium and the liquid droplet ejection head 50 in the sub scanning direction by making the liquid droplet ejection head 50 scan to the recording medium by a plurality of the number of times, a fixing time specifying means 91 which specifies a fixing time of a dot unit to the recording medium, a droplet impacting order setting means 92 which sets a droplet impacting order of the dots in the sub scanning direction on the basis of at least a degree of overlapping of the adjacent dots in the sub scanning direction, and a droplet impacting time difference setting means 93 which sets a droplet impacting time difference between the adjacent dots in the sub scanning direction to be not smaller than the fixing time of the dot unit.
