A charging apparatus (10) is provided with a secondary battery (13) for a buffer; a rectifier (11) for supplying the secondary battery (13) with direct current power; a DC-DC converter (14) connected to a battery (3) for driving an electric vehicle (2) through a charging cable (4); a switch control circuit (12); and a constant temperature wind generator (16) for adjusting the temperature of the secondary battery (13) from the external. The switch control circuit (12) switches the charging apparatus (10) to either in first mode wherein the power supplied from the rectifier (11) is accumulated in the secondary battery (13) or in second mode wherein the battery (3) is charged with the power supplied from the secondary battery (13).
