<p><P>PROBLEM TO BE SOLVED: To reduce connection delay in an ENUM and to efficiently execute name resolution in a network including a private network. <P>SOLUTION: A static list including information, in which the telephone number band and the address of an ENUM server (e.g. an ENUM server of Tier 2) for managing each telephone number band are made a pair is stored in a storage part; and when the address of the ENUM server managing a telephone number concerned with an ENUM query request is included in the static list, address resolution is directly inquired of the ENUM server, without reflexively inquiring on an ENUM server of the upper tier (e.g. an ENUM server of Tier 1).
