PROBLEM TO BE SOLVED: To provide an electrodeless discharge lamp capable of simplifying the structure of a bulb, and of providing constant optical output regardless of the lighting direction of the lamp, and to provide a luminaire using it. SOLUTION: This electrodeless discharge lamp La is provided with the bulb 1 having a bulb-shaped outer shell part 9 formed with a translucent material, and a recessed part 5 sealed to the bottom part of the outer shell part 9 and projecting to the inside of the outer shell part 9, and formed by filling a discharge gas in its inside. Protective films 2 and 6 and phosphor films 3 and 7 are applied to the inside surfaces of the bulb 1 and the recessed part 5. In order to secure the coldest point, projecting parts 4a and 4b projecting to the outside are formed on a top part 22 of the bulb 1 and a bulb neck part 12, respectively, and vent tubes 8a and 8b used for entering the discharge gas in filling the discharge gas and for discharging impurities are welded to the top parts of the respective projection parts.
