PROBLEM TO BE SOLVED: To provide a snow-melting material and its manufacturing method by which a cost burden is reduced and the snow is melted efficiently. SOLUTION: The snow-melting material 10 comprises a heat-insulating layer 3, a heating body 4 and a heat transmission layer 2. The heat insulating layer 3 contains heat insulating carbide like RDF carbide, and the heat transmission layer 2 contains a high thermal conductive material like black lead. Further, by using the snow-melting material 10 comprising the heat transmission layer 2 provided with an alkali metal silicate compound layer 3 on the surface which is in contact with the snow, the cost burden is small and the snow can be melted efficiently.
