PROBLEM TO BE SOLVED: To provide a means to produce a polycarboxylic acid type cement dispersant which has excellent dispersibility and can be easily pulverized. SOLUTION: The powdery cement dispersant comprises a polycarboxylic acid type copolymer as a main component which has a repeating unit (I) derived from an unsaturated polyalkyleneglycol type monomer, a repeating unit (II) derived from an unsaturated carboxylic acid type monomer, and a repeating unit (III) derived from a branched compound monomer having a branched structure containing three or more polyoxyalkylene chains in the molecule. Alternatively, the powdery cement dispersant contains a polycarboxylic acid type copolymer (A) having a repeating unit (IV) derived from an unsaturated polyalkyleneglycol type monomer and a repeating unit (V) derived from an unsaturated carboxylic acid type monomer and a branched compound (B) having a branched structure containing three or more polyoxyalkylene chains in the molecule.
