PROBLEM TO BE SOLVED: To provide a water leakage shutoff device that can be instantly operated in an emergency only by the natural force of outflow water without using various machines, human power, or the like. SOLUTION: A storage water tank storing a floating case body under the floor abutting on the outside of fittings or the like partitioning the indoors-outdoors, and a lead-in water tank of outflow water, are disposed holding a partition wall provided with a communicating port used as a drain port at the lower part, in between. The outflow water is led into the lead-in water tank immediately before reaching the fittings or the like. The water level in the tank rises over drainage capacity from a drain pipe of the tank, and the water level in the storage water tank also rises interlockingly through the communicating hole. The enclosed floating case body starts floating at a point of time of reaching the draft face, leaves the water tank and vertically floats while keeping horizontal along the fittings or the like in guide grooves installed in right and left walls. A film is pulled out of a storage case on the upper part of the draft face through a guide roller and pressed to the whole outer surface of the fittings or the like, and pressure-fitted or sucked to a clearance utilizing also water pressure in the water under the draft face to cover the whole surface.
