<P>PROBLEM TO BE SOLVED: To solve problems in a conventional powder oil-and-fat composition wherein an oily substance in the composition tends to deteriorate and the content of an oily substance content is low. <P>SOLUTION: The powder oil-and-fat composition is manufactured by a manufacturing method in which an oily substance is added to a powdered base material characterised by being obtained by drying an aqueous suspension containing 5-60 mass% of a highly branched cyclic dextrin with a drum dryer or a freeze dryer.
