PROBLEM TO BE SOLVED: To provide a hologram recording and reproducing apparatus for accurately reproducing a hologram over as a whole. SOLUTION: The hologram recording and reproducing apparatus comprises a recording light modulation control means for modulating, at recording, recording light in a spatial light modulation unit so that recording information (DATA) and an error correction code (ECC), corresponding to it, are included in each of blocks Bk1-Bk3 by dividing the hologram of a unit recording region into a plurality of the blocks Bk1-Bk3. The hologram recording and reproducing apparatus comprises an incident angle variable control means for variably controlling the incident angle of reference light to the unit recording region to a plurality of prescribed angles. The recording light modulation control means generates the hologram different by page units, when the incident angle of the reference light is variably controlled, and modulates the recording light so as to be constituted of the hologram of each page P1-P4 of the plurality of the blocks Bk1-Bk3.
