PROBLEM TO BE SOLVED: To provide a vehicle outside warning device warning the approach of a vehicle to pedestrians and a warning method thereof. SOLUTION: When a pedestrian 41 exists in front (for example, 10 m ahead) of a vehicle, an output device radiates ultrasonic waves toward a road surface in front of the pedestrian 41. The ultrasonic waves radiated from the output device 16 causes nonlinear interaction in a step propagating in air and reflecting on a road surface, and recovered to voice which can be heard. The road surface when the ultrasonic waves reach becomes a virtual sound source 42. The pedestrian 41 can hear the recovered alarm sound like as the alarm sound is generated from the virtual sound source 42, and can notice the approach of the vehicle 20 from the alarm sound.
