PROBLEM TO BE SOLVED: To provide a water-based liquid eyeliner cosmetic filled in a liquid cosmetic applicator container and suitable for applying with a brush ear-like applicator part, which cosmetic is a brown water-based liquid eyeliner cosmetic excellent in water resistance and skin adhesion and little in uneven coloring. SOLUTION: The water-based eyeliner cosmetic comprises a pigment obtained by oxidation of black iron oxide in an oxygen-containing atmosphere at 200-400°C, wherein the color tone of the pigment is, by L<SP>*</SP>a<SP>*</SP>b<SP>*</SP>color system, a<SP>*</SP>of 2-20, b<SP>*</SP>of 2-15 and L<SP>*</SP>of 20-32.
