REQUEST PREFERENTIAL RECEIVING METHOD AND SYSTEM

PROBLEM TO BE SOLVED: To provide a system for impartially receiving re-access of a refused request message without causing new access concentration.

SOLUTION: A request receiving section 101 receives the request message. An acceptance refusing section 102 refuses the acceptance of the request message if the overload state of the system is detected by a load detecting section 3. A preference determining section 103 determines whether the received request message takes precedence. A preferential receiving section 104 preferentially receives the request message which takes precedence. A preferential receiving condition setting section 5 sets preferential receiving conditions for preferentially receiving the re-request of the refused request message later. A message transmitting section 6 transmits a guide message in which the preferential receiving conditions are registered, to a transmission source (a user terminal) of the refused request message.
