PROBLEM TO BE SOLVED: To provide a traffic controller in which a network state is estimated so as to use the estimated network state for control of a token bucket.

SOLUTION: The traffic controller is provided with a rate determination means for determining a token output frequency, a token generation means for outputting tokens at the token output frequency, and a read-out means for reading out a prescribed amount of data by consuming tokens in a token buffer. The rate determination means determines a value after update of the token output frequency from throughput of data in a token reduced state in which the tokens held by the token buffer are reduced.
