<p><P>PROBLEM TO BE SOLVED: To prevent wear in a rotating part, an increase in rotating resistance, wear of a flat harness or deterioration in curved rotation by preventing intrusion of dust, worn powder or grease, etc., inside a cover. <P>SOLUTION: A rotating connector apparatus 1 is provided with; a rotating cover 3 rotating against a fixed cover 2, a fixed bottom part cover 4, a flat harness 6 stored in a ring shaped space surrounded by these covers, and a rotating cylinder 5 inserted through a hole part 27 of the bottom part cover 4 and fixed to the rotating cover. A ring plate 11 for dust protection is installed adhered to an outer periphery surface of the rotating cylinder 5 and an inner periphery edge of a hole part 27 in the bottom part cover 4 in the rotating connector apparatus 1. The ring plate 11 is held by an inner periphery wall 8 of the rotating cover 3 and a ring shaped part 34 of the rotating cylinder 5.
