PROBLEM TO BE SOLVED: To provide a battery state management device capable of automatically detecting a battery replacement. SOLUTION: A processing unit 15 calculates the difference between SOH found last time and SOH found this time. If the present time is assumed to be time T5, the processing unit 15 computes the differenceΔH<SB>45</SB>between the SOH value H4 found the previous time and stored in a memory unit 17 and the SOH value H5 found this time. Next, the processing unit 15 determines whether the found differenceΔH is smaller than a predetermined value H0. This predetermined value H0 is set to an appropriate value so as to be capable of distinguishing between dispersion of the SOH resulting from measuring errors etc. , and the change in the SOH resulting from a battery replacement. Accordingly, the processing unit 15 determines that a battery 1 has been replaced with another battery, since the differenceΔH is found to be not smaller than the predetermined value H0.
