PROBLEM TO BE SOLVED: To provide an asbestos scatter preventing solidification method for attaining long-term safe sealing of an asbestos layer sprayed to the walls, ceiling, piping, and the like of a building, and asbestos slightly left on a base material surface or in a clearance after exfoliating the asbestos layer, and causing no pollution of working environment when exfoliating the asbestos layer. SOLUTION: A permeable water absorption inhibitor is applied to permeate a sprayed asbestos surface, and then an inorganic paint composition is applied to remove asbestos. The permeable water absorption inhibitor is further applied to permeate a remaining asbestos surface after removing asbestos, and then the inorganic paint composition is applied to carry out asbestos scatter preventing solidification.
