PROBLEM TO BE SOLVED: To judge abnormality due to short circuit of a first circuit and a second circuit with a simple structure and prevent damage to a starter motor in an industrial vehicle. SOLUTION: If time difference from turning on of IGSW12 until turning on of STSW14 is abnormality judgment time T1 or less, the industrial vehicle judges short circuit of an IG circuit 16 and a ST circuit 18 (Yes in S160), reports a user of the judgment result and drives the starter motor only for drive time T2. Consequently, abnormality due to short circuit of the IG circuit 16 and the ST circuit 18 can be judged by a simple structure. Moreover, since the starter motor 3 drives only for drive time T2, damage to the starter motor 3 can be prevented by setting the drive time T2 to time of an extent to start self-rotation of the engine after the operation of the starter motor 3.
