The present invention provides a device and mechanisms related therebetween useful for pumping a liquid to be accurately dispensed in a controlled manner into other liquid which is flowed through a duct. A first liquid is therefore flowed through said duct and passed through a turbine with impelling vanes, the action of said first liquid rotating the turbine wheel, and the wheel simultaneously moving the axis of a mechanical transmission due to the angular motion energy thereof. Said transmission simultaneously drives a second turbine having vanes for impelling a second liquid therein, which due to the action thereof allow the second liquid to be sucked and dragged from a container. The second liquid is dispensed to the first liquid by a discharging action performed by the second turbine which impels and leads the liquid to be dispensed. The discharge of the second turbine allows the second fluid to be incorporated in a controlled manner into the first fluid duct in accurate amounts, depending on the pumping speed or the second turbine speed; the speed of the second turbine depends on the reduced transmission design thereof and the speed exerted by the first liquid in an accurate and controlled manner into the first turbine. When the liquid flowing through the duct is null, the first turbine will remain stop, so does the second turbine, therefore the second liquid is not dispensed or added into the first liquid duct. The discharge operation of the second liquid to be dispensed is performed by a nozzle having a suitable design to facilitate the injection or incorporation of said second fluid into the first fluid.
