A conduit runway opening apparatus is provided to bore a conduit burial tunnel from a launching position to a destination position step by step. A conduit runway opening apparatus comprises a quadrilateral base(110) having a power transmission, left and right vertical supports(112, 113) installed above the base, a horizontal support(114) installed between the vertical supports, a semi-circular hydraulic motor(130) installed on the horizontal support so as to reciprocate by means of hydraulic cylinder and piston and generating rotating force using fluid pressure, front holders(124, 125, 126) installed on one side of the hydraulic motor, holding a propellant conduit(150), and attached to a rotary plate(127), and a rear holder(140) installed on the other side of the hydraulic motor and enclosing the propellant conduit.
