a step for acquiring a user context which is knowledge information on condition around a user and the past behavior pattern when providing a communication service to the user; a step for acquiring a user profile which is information on user preference registered in advance by the user at an arbitrary timing; and a service control step for deciding the requirement condition to the network for providing a communication service according to the user context and the user profile.
