A method for improving positioning accuracy of an LBS(Location Based Service) in a mobile communication system and a system thereof are provided to measure a location of a terminal many times, and to offer the LBS by using an average value for the measured location, thereby reducing an error generated during positioning. A positioning terminal(112) receives SMDPP(SMS Delivery Point to Point) data, receives GPS(Global Positioning System) propagation, extracts navigation data included in the propagation to calculate a self location, and obtains an average value to send SMDPP data including the average value. A location request terminal(110) sends a location information request signal for inquiring about the location of the terminal, and receives location information of the terminal. An LBS server(150) sends a location request signal which demands the location of the terminal, and sends the location information of the terminal to the terminal. An MPC(Mobile Positioning Center)(140) sends a location calculation request signal. A PDE(Position Determination Entity)(130) sends the SMDPP data which demands location calculation to the terminal, and receives the SMDPP data which includes the average value from the terminal. A TAS(Tracking and Alerting System)(152) determines a location inquiry period for an LBS. An MoDAS(Mobile Density Administration System)(154) manages location registration information for the terminal.
