PROBLEM TO BE SOLVED: To provide an ion conductive binder for binding a catalyst to another catalyst or a catalyst layer containing the catalyst to a polymer electrolyte membrane, and to provide a new membrane-electrode assembly containing the ion conductive binder, and a fuel cell using the assembly. SOLUTION: The ion conductive binder contains a compound having a group represented by formula (1), the membrane-electrode assembly uses the ion conductive binder, and the fuel cell contains the membrane-electrode assembly. In the formula, X represents O, S, SO, SO<SB>2</SB>, CO, or PO; Y<SB>1</SB>and Y<SB>2</SB>may be the same or different, represent a divalent aliphatic group having a molecular weight of 50 or less, comprising a single bond, or C, H, and O, and Ar represents a divalent group containing one or more aromatic groups and having a molecular weight of 1,000 or less.
