PROBLEM TO BE SOLVED: To provide a coating liquid and a sheet which are best-suited as materials for forming a dielectric layer of PDP and an interlayer insulating layer of SED, with 7 or below relative dielectric constant by combining a wet process or an application method and a heat treatment at 600°C or below, and a method for manufacturing a dielectric layer and an interlayer insulating film using the coating liquid and the sheet. SOLUTION: The coating liquid for forming the dielectric layer is a clay dispersion obtained by dispersing a clay particle like natural or synthetic smectite or their mixture in a liquid as a dispersion medium. The sheet for forming the dielectric layer is composed of a self-supporting clay thin film obtained by leaving the coating liquid at rest and thereby, sedimenting the clay particle and further, separating the liquid as the dispersion medium/drying the clay particle. The method for manufacturing the dielectric layer includes the following steps: The coating liquid is applied to the surface of a substrate by various kinds of technique, then is left at rest to sediment the clay particle. At the same time, the liquid as the dispersion medium is molded into a filmy form by separating the liquid by a solid-liquid separation means such as heating/evaporation.
