PROBLEM TO BE SOLVED: To provide an exhaust gas recirculation controller of an internal combustion engine capable of accurately calculating an EGR ratio even if the EGR ratio is low without adding an exclusive device when performing the internal EGR. SOLUTION: This exhaust gas recirculation controller comprises a first intake fresh charge amount calculation means 2 controlling the internal EGR by changing the lift of the exhaust valve 7 by an exhaust lift variable mechanism 70 and calculating a first intake fresh charge amount TIMAFMX sucked into a cylinder 3a on the basis of the detected flow GIN of fresh charge; a second intake fresh charge amount calculation means 2 calculating a second intake fresh charge amount TIMBSX estimated to be sucked into the cylinder 3a when the exhaust lift variable mechanism 70 is brought into the reference state where the lift of the exhaust valve 7 is controlled to a predetermined reference lift LEXMAX based on the detected rotational speed NE and intake pipe internal pressure PBA of the internal combustion engine; and an EGR ratio parameter calculation means 2 calculating an EGR ratio parameter KEGR indicating the EGR ratio based on the first and second intake fresh charge amounts.
