PROBLEM TO BE SOLVED: To suppress the number of noise photons generated by a spontaneous Raman scattering process. SOLUTION: The quantum correlation photon-pair generator for generating a quantum correlation photon-pair having a quantum dynamical correlation in generation time and polarization state, includes a pump light source 11 which outputs pump light of an optical frequency f<SB>p</SB>, an optical fiber 12 which is input with the pump light and generates the signal photon of the optical frequency f<SB>s</SB>and the idler photon of the optical frequency f<SB>1</SB>satisfying 2f<SB>p</SB>=f<SB>s</SB>+f<SB>1</SB>, a cooling means 13 which generates the idler photon of the optical frequency f<SB>1</SB>, and a means 14 which separates and outputs the signal photon and idler photon output from the optical fiber 12.
