PROBLEM TO BE SOLVED: To provide a powder applying device capable of supplying/applying powder (powder lubricant) to an image carrier such as a photoreceptor or an intermediate transfer member while regulating the amount of the powder. SOLUTION: The powder applying device 7 applying the powder 11 to the image carrier 1 includes: a powder supply means 12 intermittently supplying the powder 11 with which it is filled from an opening 12d at a bottom part; and a coating means 13 arranged under the powder supply means 12, receiving the supplied powder 11 and moving and applying it to the image carrier 1.
