PROBLEM TO BE SOLVED: To provide a new and improved apparatus for controlling the fluidity of molten steel with which the lubricity of the molten steel in a mold can be improved while improving the quality of the surface layer in a cast slab by securing a constant flowing speed on the surface of solidified shell. SOLUTION: In the apparatus 510 for controlling the fluidity of the molten steel , with which the fluidity of the molten steel in the mold in a continuous casting facility for molten steel is controlled: this apparatus is provided with ; an iron core 526 disposed along the long wall sides on the horizontal surface of the mold; shifting magnetic field generating electromagnetic coils 528 for winding by using the axis in the longitudinal direction of the iron core; an AC electric source 530 for electromagnetic stirring for supplying the AC current in the shifting magnetic field generating electromagnetic coils; a solenoid coil 532 for winding on the iron core by using a short wall side direction in the horizontal surface of the mold; and an AC electric source for electromagnetic casting for supplying AC on the solenoid coil.
