PROBLEM TO BE SOLVED: To surely prevent an indoor temperature from being over an upper limit temperature, and further to prevent the indoor temperature from being lowered beyond necessity. SOLUTION: An environmental temperature TO is measured, and a time t1 from the environmental temperature TO to the upper limit temperature TA by switching on a heater, is determined. A heater-off time t2 is acquired, for example, in reference to ROM (table), on the basis of the environmental temperature TO and the time t1. When a temperature in a bathroom reaches the upper limit temperature TA, the heater is switched off, further the heater is switched on when the time t2 has passed from the switching-off of heater, and these switching operations are alternately repeated to control the temperature in the bathroom between the upper limit temperature TA and the lower limit temperature TB.
